Russia is developing a new naval base in the breakaway Georgian region of Abkhazia after Ukraine destroyed around a third of its Black Sea fleet. In 2023, Russian-backed Abkhaz authorities announced Moscow’s intentions to transform a port in Ochamchire into a permanent naval base, which could threaten Ukraine and the security of NATO member states like Turkey, Romania and Bulgaria.
